San Luis Obispo Quality Counts Research
Britney Ogden, Quality Counts Supervisor developed an academic research article regarding Quality Counts. This research was developed in 2019 and explores teachers’ perceptions of the validity of Quality Counts San Luis Obispo (QCSLO) quality ratings and the effectiveness of intervention (training, coaching) in improving early care and education (ECE) program quality. The purpose of this research is to improve data collection efforts to include provider perception because perception influences behavior, motivation, and future system improvement efforts. Mixed-method data analysis utilizing a self-created, online survey, and subsequent personal interview provide a generalization of participant perception. Participants perceive QCSLO quality ratings as a valid instrument for assessing program quality. Some disagreements result from the perceived bias of assessment tools. Participants also perceive QCSLO interventions (training, coaching) as a helpful strategy in improving ECE program quality despite minor disagreement based upon timeliness of feedback and training variety. Resulting recommendations for QCSLO system improvement include advocacy of alternative rating assessment tools, specific guidelines for timeliness of coach feedback, alteration to assessment follow-up procedure, and diversification of professional development opportunities.
